Students suffer as DU college charges RS 5000 extra for issuance of laptops

University of Delhi (DU) Ramjas College is charging an additional amount of Rs 5,000 as security money along with insurance fee of Rs 150 from students who are issued laptops by the college during this academic session. Though the security fee is refundable, students complain that they are finding it difficult to pay the amount.
According to the notice issued by Ramjas College principal, Rs 5,000 should be charged as security money at the time of issuance which will be refunded to the student after returning the laptops to the college. Rs 150 will be charged for insurance of the laptop from each student. For the present academic session, 2014-15, laptops will be issued for IInd semester only. The student should return the laptop before 31 May, 2015.
Due to the amount charged as security money, students are not able to take the laptops as they complain that they can’t afford the money.
‘I can’t give Rs 5,000 for just six months. I don’t have that much money. Only four-five students have taken the laptops from our class. First insurance money, then security money, it is beyond my limit,’ said Sachin, first year student at Ramjas College.
Another first year student at the college, who comes from a village in Harayana said: ‘No college is asking for security money. Even though money is refundable, I can’t afford it. Nobody has taken the laptop from our class. We spoke to our head of department but only administrative department can take the decision on the matter.’
Ramjas College principal Rajendra Prasad said: ‘Last year many students who took laptops did not return them. This was the first batch of FYUP students who were given laptops. So, this year, we are charging additional refundable fees and also, imposing a fine on students who don’t return the laptops on time. Through word of mouth, we have said security fees would be waived off for students who are not able to afford it.’ But no such options are provided on the notice issued which creates confusion. No specific guidelines regarding the money to be charged have been issued by DU.
‘We have not been given any specific guidelines except laptops to be issued to the next batch. We charge only insurance money that is Rs 100 from our students and take undertaking from them. If a student fails to return the laptop, we tell them we will file an FIR against him/her,’ said the principal of another DU college.
