Slum dwellers wait for possession of allotted houses

Despite paying about Rs 90,000 per head last year, the slum dwellers at Kalibari Marg in Lutyens’ Delhi are waiting for possession of their Economically Weaker Section (EWS) flats which were allotted to them. The process of relocation of another JJ cluster at Tughlak Lane behind the residence of Congress scion Rahul Gandhi has also been put on hold after Lok Sabha elections.

Delhi Urban Shelter Improvement Board (DUSIB) of Delhi government in coordination with CPWD, owner of the land on which over 150 huts are located in JJ cluster at Kali Bari Marg had planned to relocate them to EWS flats in Dwarka and Bawana area. In a survey conducted in June 2013 by CPWD, 130 huts were found to be illegible for EWS flats which were subsequently asked to pay from Rs 71,000 to Rs 92,000 depending on the location of the EWS flats.

‘The officers had said that the slum would be demolished by the end of 2013 and those who don’t pay will be forcefully evicted. We arranged money from our relatives and some took high interest loans,’ said Kirpal Singh, pradhan of the slum. The slum dwellers had followed this route as no loan facility was available from any financial institution. About 130 families were provided allotment letters in August- September last year but none of them has been given possession.

Similarly, the slum dwellers at JJ cluster at Tughlak Lane which came in lime light during elections for being behind Rahul’s residence, are also waiting for EWS flats. ‘When the matter was highlighted in media last year, New Delhi Municipal Council (NDMC) earmarked a 3 acre land near Sarai Kale Khan to relocate the slum but despite several follow-ups the officers are quiet on the issue,’ said Chhiddan Lal, pradhan of the slum.

This slum has 150 huts with a population of about 500 persons. As per the proposal, NDMC had planned to construct 1,200 EWS flats at the site costing around Rs 150 crore to relocate slums from Lutyens’ zone. However, the government agencies have not made any attempt for in-situ rehabilitation for over 31 slums situated in Lutyens’ zone.
