Slow service selection board leaves govt, municipal schools sans enough special educators

Not a single recruitment of special educators for Delhi government or civic body-run schools has taken place in last four years (or since 2009) because of the delay in functioning of the Delhi Subordinate Service Selection Board (DSSSB), resulting in denial of right to education to thousands of differently-abled children who are enrolled in these schools.

Ashok Aggarwal, social jurist told Millennium Post that 'Delhi high court judge Sudershan Kumar Misra has on Monday issued contempt notices to DSSSB, Delhi government and civic body-run schools on a petition filed by the social jurist.'

Aggarwal said, 'A civil rights group through me complained that the authorities have deliberately and intentionally disobeyed the directions of the Delhi high court order dated 16 November, 2009 directing schools run by the government of Delhi , civic bodies, New Delhi Municipal Council (NDMC) and Delhi Cantonment Board to recruit at least two special educators for each of the schools run by them within six months'.

Aggarwal, appearing for the petitioner, submitted that though DSSSB had advertised for 1,610 posts for special educators (primary) for MCD schools in February 2012, examinations for applicants is yet to happen.
'In terms of the directions passed by this court on 16 September 2009, nearly 3,000 special educators were required to be in place by 16 April 2010, but till date not even a single recruitment has taken place in Delhi government or civic bodies-run schools resulting in denial of right to education to thousands of differently-abled children, who are enrolled in these schools,’ submitted Aggarwal.

Aggarwal said, 'The petition says that the act of delay in the process of recruitment of special educators in government and civic body-run schools, causing great injustice to the differently-abled students studying in these schools. Such inaction is also impacting thousands of differently-abled children of school-going who are yet to get themselves enrolled in schools. They choose to remain out of schools, as in the absence of special educators in schools, there won’t any one to take care of their education.'

Amit Singla, directorate of education, Delhi reacting on the accusation said, 'A year back we had already asked  the DSSSB to start the recruitment process and the work is progress because teachers in Delhi government schools are recruited only through the DSSSB.' The court has sought replies from Delhi government Schools, DSSSB, civic bodies and Delhi Cantonment Board within four weeks.
