PWD, North MCD flouted norms for Chandni Chowk, Jama Masjid projects

In a clear violation of norms to appoint consultants, Public Works Department (PWD) of Delhi government and North Delhi Municipal Corporation nominated two consultants to prepare Detailed Project Reports (DPR) for two of flagship development projects in Delhi.

Interestingly, the chief of one of the companies is member in the Board of Directors and the other had been associated with the project since it’s inception.

PWD recently nominated M/s. Abhimanyu Dalal Architects to prepare DPR for Redevelopment of Chandni Chowk project on without bidding. It’s surprising that the chief of the company Abhimanyu Dalal is one of the eight directors in the Board of Director of Shahjahanabad Redevelopment Corporation (SRC), the administrative body of these projects.

Besides preparing DPR, the company has been assigned to coordinate among various government agencies and give a detailed report on architectural and urban design; electrical and lighting; sanitary; graphic designer for signage works and including all findings, drawings and details in the DPR.

Following the footsteps of PWD, the North DMC on Wednesday approved the appointment of Pradeep Sachdeva Design Associates to prepare DPR for Redevelopment of Jama Masjid Precinct project without going through open bidding process. It’s probably for the first time the corporation appointed a consultant by nomination violating the norms of bidding.

The standing committee on the request of the North DMC commissioner P K Gupta also cleared around Rs 2.59 crore to be paid as fee to the company for preparing the DPR of around Rs 173 crore project. Interestingly, the corporation also increased the percentage of the fee up to 1.5 percent of the total project while other consultants are paid around one percent or less.

‘The same company had prepared the draft plan for the redevelopment of the area which was approved by the North DMC in 2009 and also by concerned government agencies to be submitted in Delhi High Court,’ argued Gupta.

It’s pertinent to mention that in earlier cases corporation had not paid money to the company and concept plan was submitted to the corporation on the direction of Delhi High Court.

As per the rule of the corporation, the commissioner should to go for open bidding system to appoint consultant for preparation of DPR.
