‘Only files on policy matters should be routed through CMO’

The Delhi Chief Minister’s Office has asked that the files of the resignation, technical resignation, voluntary retirement subjects should be sent directly to LG without routing it through the CM’s office. However, it has been made clear that files related to policy issues and matters falling under rule 23 of transaction of business rules and other important issues shall continue to be routed through the office of the Chief Minister.
A letter was written on January 4 by the Principal Secretary to the Deputy Chief Minister’s office in which it was stated that files of the following subjects should be sent directly to LG without routing it through the CMO. The subjects included: “Files relating to resignation, technical resignation, voluntary retirement etc. Issuance of offer of appointment, acceptance of recommendations in connections with selection committee/DPC proceedings held in UPSC. Appeal against orders of trial courts in criminal cases. Creation and abolition of posts, framing of RRs, Amendment of RRs etc. Allotment of Gaon Sabha land for various purposes. Appointment of inquiry officer/presenting officer, initiation of disciplinary proceeding, reports of inquiries in disciplinary proceeding penalties etc.”
Earlier in April 2014, in order to expedite the process of decision making and governance in government of NCT of Delhi, an official circular had been issued to all ministers, Chief Secretary and all departmental secretaries in the Delhi government by the Chief Minister’s secretary Rajendra Kumar.
In the letter, it had been stated that various provisions of NCT of Delhi ACT of 1991 and Constitution of India have been examined.
The practices of administration being followed in the Delhi government have been compared with the prevailing practices in other states and government of India in light of Constitutional provisions.
