Noida Authority finds Rs 1,000 cr scam

The Chief Executive Officer (CEO) of the Noida Authority Sanjeev Saran on Wednesday suspended Yadav Singh, Engineer-in- Chief of Noida Authority, and Ramendra, Project Engineer, for their alleged involvement in over Rs 1,000 crore construction scam. The CEO has also lodged an FIR against the duo along with three construction companies in the Sector 39 police station in Noida under various sections of forgery, anti-corruption acts, Uttar Pradesh Gangster Act and Anti-social Activities Prevention Act.

'So far we have found a scam of over Rs 1,000 crore, but the enquiry is still in progress. It could reveal more scams and officers' involvement. The bonds for Rs 954 crore construction work were signed in just eight working days and the contracts were awarded to the contractors without bidding, depriving the Noida Authority the benefit of competitive bidding,' said Saran to

The primary investigation conducted by a committee under the guidance of Chief Project Engineer Rajeev Yadav, it was found that Yadav Singh, the then Engineer-in-Chief of the Noida Authority signed the bonds of Rs 954.38 crore for construction works under various departments and managed to award the project within eight working days. What is shocking was that the annual budget of the Noida Authority is only about Rs 2,000 crore. The Noida Authority has also lodged an FIR against three construction companies based in Ghaziabad, which executed the works in connivance with these officials.

'They allotted the work to the contractors before the bidding and by the time the bid was open to public, over 60 per cent of the work, involving underground electrification from Sector 14 A to Sector 6 and conversion of 33 KV was completed. Bidding was just a formality,' added Saran. The project of underground electrification amounting Rs 21 crore was allotted to Tirupati Constructions and J S Constructions on 8 December 2011, but the work for the same had already started on 11 September 2011. The Noida Authority was alerted regarding this by RITES, which was appointed to check the quality of construction work in Noida, but was ignored under the manipulations of the above said officials. Further, the contract to repair the damage to the roads caused by the construction work was also executed by these contractors without any bidding.

Yadav Singh was earlier posted as the Chief Maintenance Engineer (CME) of three major departments, civil, water and electrical, and also was Chief Project Engineer. He joined Saran's office on 10 March 2012, just two days after Saran took charge as the CEO of the Noida Authority.
