How the babu-mafia nexus cheats us?

In a clear case of nexus between parking mafia and officers of the civic bodies, the former are running the parking of North MCD for free duping crores to the civic body. The parking contractors have been found running the parking contracts in connivance with officers of the department even after expiry of their contract period.

The shocking facts were revealed after standing committee chairman of North DMC Mohan Bhardwaj summoned a detailed report for each of the 90 parking sites of the civic body from the Remunerative Project (RP) Cell though commissioner P K Gupta. In the detailed report, accessed by the Millennium Post, the corporation has an outstanding of Rs 6.87 crore till July of this year.

Interestingly, in one case the contractor Manoj Computers which was allocated parking site at Jawala Heri Market Commercial Complex, Paschim Vihar has not submitted even a single penny to the corporation since 2006.

‘The five year contract period of this declared defaulter was ended in December 2011 and officers initiated process of cancellation but the contractor is till running the parking at this site,’said Sanjeev Nair, local councillor. ‘The contract is illegally running parking in entire market, over charging to commuters but officers never put a signboard despite my several requests,’he added. The contractor in this case has an outstanding of over Rs 40 lakhs.

However, the same contractor despite his ‘bad record’ was not black listed but awarded a parking site in Rohini Commercial Complex in July 2013. Here also he has not made any payment to the corporation but only three months parking fee as advance.

On this site also this contractor has an outstanding of over Rs 19 lakhs. Interestingly, the contractor has been allocated four more parking sites and situation at the sites is almost same.

Similarly, the major parking contractors like K S Chauhan which runs 14 parking sites, Ashima Infrastructure and Lakhvinder which run six parking sites each have lakhs of outstanding on their parking sites and are running several parking sites even after expiry of the contract period.

‘We are taking up the issue very sincerely and instructions have been issued to the commissioner to submit an action taken report in the next meeting of the standing committee,’said Bhardwaj.

The officials have not put the mandatory signage, map of the parking area and rate of the parking on the cites. In the new parking policy they are required to install CCTV cameras as well for security reasons.
