Former Goa CM Churchill’s name crops up in criminal conspiracy case

The case is being investigated by the CIB, CB Dona Paula (Goa) through deputy superintendent of police Sammy Tavares.
According to a complaint filed with the police, Sunil Kauthankar of Porvorim alleged that prior to 20 May, 2011, a criminal conspiracy was hatched at PWD Fatorda in Margao by the then PWD minister Churchill Alemao and PWD executive engineer P T Parkar. The conspiracy involved the duo fraudulently floating – without following due procedure of law –13 short tender notices pertaining to 258 works of roads/maintenance as urgent work. Of these works, 89 works were above Rs 5 lakh and were not published in the newspapers – due to which there was no competition between prospective tenders.
