DSPCA: An Epitome of Corruption

The British-era society which was empowered with it’s own police, independent from Delhi police, is misusing its force to extort money from vehicles carrying poultry and animals in Delhi.

‘We have been demanding an inquiry to investigate the corruption charges on its former chairman HR Khajuria and other officers such as inspector Lekhraj, Mahavir, and office in-charge K Raghwan. The L-G neither ordered any investigation nor revived the report of the inquiry committee set up in 2003,’ said Saket Dinkar, a social activist.

According to records of the DSPCA, it has 165 animal lovers as its paid ‘life members’ but the names exist only on paper. They had abandoned the body after it became the den of corruption and extortion.

DSPCA was founded in 1917 by British animal lovers and registered as a society in 1928. In 1976, the Parliament passed PCA Act to regulate its operation.

Lekhraj, the inspector of DSPCA police, dubbed as the right-hand of Khajuria, joined the force as constable in early eighties. He got several promotions under the chairmanship of Khajuria.

From constable, he was promoted to head constable in 2002 to assistant-sub-inspector in 2007 to sub-inspector in 2009 and then he directly became inspector within seven months by-passing the post of deputy inspector. ‘

It is important to note here that the performance of an officer in DSPCA police is judged on the number of challans issued by him. But surprisingly, Lekhraj never got any challan book issued on his name in his entire carrier,’ said a constable of DSPCA.

Similarly, sub-inspector Mahavir was also promoted from constable. Another officer, K Raghwan who was suspended in 1998 on corruption charges and retired in 2006.  But he was hired again on contractual basis as office in-charge.

While these officers got regular promotions, there are several key posts in DSPCA which have been lying vacant for a long time now. There are two vacancies for animal doctors and a compounder. However, a veterinary officer of Delhi government has been assigned for ceremonial visit to the hospital once in a week.  

The animal OPD of the hospital is also closed since past several years and two animal ambulances donated by senior Congress leader Karan Singh in 2003 from his funds are also lying unused. 

Furthermore, the posts of 30 constables, 11 assistant sub-inspectors, a sub-inspector and a deputy sub-inspector are also lying vacant.
