DOE bats for online filing of yearly returns by pvt schools

With a view to revamp monitoring of private schools in the city, the Directorate of Education (DOE) of Delhi is pressing for online filing of annual returns.

‘We are not able to analyse the data provided by the private schools in their annual returns, due to lack of resources. The documents are lying in our district offices,’ said a senior officer of DOE. There are as many as 1200 unaided recognised private schools in the city which do not get any financial assistance from the government but cater to the needs of lakhs of students mostly upper and middle class people.

‘We are unable to monitor the data sent in by the private schools as they are bulky,’ he added. It is mandatory for the private schools of the city to submit annual returns to DOE before 31 July of each year under the provisions of Delhi School Education Act & Rules 1973, but the DOE never processes the data. As per the rules, the schools are required to provide number of students enrolled in the school, concession or scholarship provided to them, status of 25 percent EWS quota, staff statement, schedule of fees, fines and funds, details of salaries to staff, and overall annual budget.
These returns are submitted in the 11 districts of DOE.

Meanwhile, the DOE on Thursday carried out a surprise inspection of five private schools in the city — Maxfort School in Pitampura, St Lawrence Convent in Geeta Colony, Vivekananda International School in I P Extension, Modern International School in Sector 19 Dwarka, and Moti Ram Memorial Girls Senior Secondary School in Dilshad Garden, respectively. In the inspection, teams of DOE found that EWS seats were not filled completely, admission details were not displayed, record of accounts were not available, service record of staff were not maintained, and salaries were not properly paid.

‘The schools were found violating the admission guidelines of the DOE and a bank office was also found running inside St Lawrence Convent school,’ said Anindo Majumdar, secretary of DOE. ‘The schools are being served showcause notice and action will be taken as per the rule,’ he added.
