AAP govt set to lock horns with ministry of defence

Delhi government has now opened a front for confrontation with Ministry of Defence and also with Union Ministry of Home Affairs (MHA) by extending the jurisdiction of Delhi Swaraj Bill to Delhi Cantonment Board (DCB) and New Delhi Municipal Council (NDMC) areas.
The draft of the Delhi Swaraj Bill, a copy of which is with Millennium Post, mandates creation of eight wards in DCB area, each divided into 8-10 Mohalla Sabhas having around 3,000 voters. The Mohalla Sewak (secretary) will be an Upper Division Clerk (UDC)-level employee of Delhi government. His task will be ensuring the upkeep and maintenance of all records and will prepare minutes of the Sabha’s meetings.
The official will also be responsible for its communication with ward committee, Delhi government and other government agencies. The ward committee will have three government employees- a Grade I officer of Delhi government (DASS) as its secretary (ward sewak) and a ward accountant of the same rank, besides a ward secretariat staff.
‘The Mohalla Sabha shall have power to take decisions on welfare of individual members of that mohalla and on all issues pertaining to the activities, assets and institutions, which are in its geographical jurisdiction,’ said the bill. These Mohalla Sabhas, like their counterparts in 272 municipal wards will elect four members, two female and two male, and shall have powers, including the authority to get any information from any official of the government, hire consultants, authorise any kind of expenditure out of its funds and take disciplinary action against employees. The Sabha will have powers to summon officers responsible for providing services to it and also their immediate supervisors for clarification.
Furthermore, the jurisdiction of the Bill has been extended to NDMC, which is directly under administrative control of MHA. These two bodies in Delhi, NDMC and DCB, are not divided into wards like MCDs but the bill envisages dividing them into wards and Sabhas in consultation with the people. The councillor in NDMC area will be a nominated person and their tenure will be decided by the NDMC and DCB.
Another confrontation may be with the Supreme Court as the bill allows transgenders to contest these elections either as male or female, while a case is still pending in the Supreme Court to sort out the issue. The bill will be presented in the cabinet meeting on Wednesday afternoon. The army areas in the country are managed by Cantonments Boards and they have nothing to do with the civilians or concerned state governments. Similarly, NDMC don’t have wards or elected representatives but two MLAs of Delhi assembly, New Delhi and Delhi Cant, who are appointed as members in the NDMC board.

New Delhi: In order to deal with corruption cases, the Delhi government has decided to create more posts in the Anti-Corruption Branch (ACB).
‘In coming days, we will create more posts in the ACB. I will also appeal to the Lt Governer, who has always been supportive, to provide us with more officers,’ chief minister Arvind Kejriwal said on Tuesday.
He was speaking at a press conference here in which he ordered filing of criminal cases against union minister Veerappa Moily, former minister Murli Deora, Reliance Industries chairman Mukesh Ambani and others following complaints of irregularities in pricing of natural gas in KG basin. He said that there will be more such cases in coming days and that he wanted police officers with strong investigation background from other states to work with the Delhi government.
‘In coming days we will register more such cases for which we want to prepare a team of good investigating officers’, he said. I feel good police officers who want to join the team can write to us. I will ask their (state) governments and try to bring them to Delhi,’ Kejriwal said. He said that he had also asked the Central government for officers from the Central Board of Direct Taxes (CBDT). ‘I had also asked officers from Central Board of Direct Taxes (CBDT) since these (offences) are related to revenue and economic crime. They have not responded as of now. I hope they relieve the officers we have asked for,’ he added.
