A decade old but e-governance still remains a challenge

Justice Man Mohan Sarin retired in June but if one trusts the web portal of the Delhi government, he is the present Lokayukta of Delhi with all his assistants, home department has no contact while department of women and child development has only designation but not even names of officers.

These are a few findings if you visit the web portal of Delhi government, proclaiming that e-governance is still a challenge in the city even after a decade of its launch.

The government has prescribed 116 e-services for citizens but most of them are only on paper barring a few like birth and death certificates but even for those you will have to go to concerned office to apply. “We have created software for over 70 percent e-SLA services, under e-governance scheme of Delhi government,” said Y S Maan, director, press and information of North and East MCD.

The civic body has created services for the software for services like approval for building map, booking of parks and community centres, property tax, inviting tenders and work orders. “The biggest achievement in this year on e-governance is disbursement of social pensions and salaries directly in the account of receipts,”said Subhash Arya, chairman of standing committee in South DMC. But the website of the mcd also lacks on time update besides information required for getting trade license, health license is not complete and consumer friendly.

The e-governance project was launched in 2001 with an aim to achieve paper less work by maximum use of online services but its zonal offices are yet to be connected. “These zonal offices perform most of the public centric services and until they are interconnected the goal can’t be achieved,’said a senior officer in IT Cell of North DMC. It means the head office uses e-governance upto some extent but official interaction with 12 zone offices, headed by deputy commissioner level officers, hospitals, and schools are still as per old norms- through bulky files.
