62 vacant ACB posts to soon be filled: Delhi govt tells high Court

The Delhi government is planning to constitute a high-level committee to asses the financial liabilities that will be incurred in fulfilling its pre-poll promise of abolition of contract labour in the city.

According to recent data provided by the nine district labour commissioners of Delhi to the government, there are over one lakh contractual labourers in the city in addition to contractual employees working with various government agencies.

‘We are considering the move to form a high-level committee to assess the financial burden on government exchequer and also to deal with the legalities,’ said Girish Soni, minister for labour and employment in Delhi government.

As per the data, there are 1,03,342 contractual workers in Delhi employed by 1,839 contractors for 556 principal employers.

‘The employers in the city have outsourced the human resource supply to contractors who are the actual employers of these contract labourers for all practical purposes of paying wages and deciding the service rules,’ added Soni.

As per the data, a maximum of 40,728 contract workers are registered in south Delhi district followed by 12,358 in south-west and 10,061 in north-west. The minimum number of contract workers, as per government records, are in Central district — 5,854 workers.

These contractual workers are in addition to teachers, doctors, lab assistants, data entry operators, nurses, DTC drivers and various employees working in the government sector.

Meanwhile, the government has made the procedure of renewing contracts by asking them to submit an affidavit on stamp paper.

‘We are being asked to submit an affidavit in which we have to submit that we will neither demand regularisation nor facilities at par with the regular employees,’ said Yogender Kumar, a contractual employee of health department, who is seeking renewal of his contract. ‘The senior officers are threatening to terminate our contracts or withhold the pay if the affidavit is not submitted on time,’ he added.
