Real test today, govt ready to make it a success

All offices, schools and other institutions will reopen on Monday, after an extended weekend. The second phase of the scheme was rolled out on the day of Ram Navami, a public holiday, followed by the weekend.

The government has made arrangements at three stages – Gandhigiri, Enforcement and Pollution Monitoring – to make the scheme a huge success.

“We are least interested in prosecution. We aim to change the heart of the people of Delhi. However, prosecution is necessary for those, who deliberately want to derail the scheme that has been appreciated and adopted by the people of Delhi in one voice,” said Transport Minister Gopal Rai. 

“The first part of the odd-even scheme was implemented by the government, but second part has been brought in on public demand,” he added. 

The second phase of the odd-even scheme, which began on April 15, will be on till April 30. 

Under the  scheme, four-wheelers, whose last registration number is an odd, will be allowed to ply on odd days and even number cars on even days. 

However, the government has exempted CNG-run vehicles, cars driven by women with children up to six years of age and schoolchildren in uniform, besides a list of VVIPs. 

Like the previous stint of odd even, Chief Minister Arvind Kejriwal, his colleagues, MLAs and officers will not be exempted. Violators will have to pay a fine of Rs 2,000.

“We have provided 1,000 sticker reads to enforcement teams of transport, traffic police and revenue departments to identity fake CNG stickers,” said Rai. 

A team with video camera will be stationed at 10 major traffic intersections across the city to monitor the vehicles. 

Rai himself will monitor the situation in DTC buses like during the previous stint of the road-rationing scheme. 

The Delhi police have provided 2,000 police personnel with 200 enforcement teams. The Delhi Metro will use 200 trains per day, deploy 80 more ticket operators and 284 Metro feeder buses. 

“We have registered 600 DTC environment buses to run on 346 routes and shuttle services at 16 places,” said Rai. 

He added that like the previous stint buses were also deployed to connect Noida, Gurgaon, Faridabad and Ghaziabad towns in the National Capital Region (NCR).

The government is also focusing on adopting Gandhigiri, for which 1,000 extra civil defense personnel have been deployed. With this, a total of 5,331 such personnel have been deployed at 205 places with 321 wardens. 

The government is also popularising the Puchho App for car pooling and using schoolchildren to make people aware of the scheme. 

The government has directed the pollution control department to monitor air quality at 119 places in the city for PM 2.5 and PM 10 standards, of these 21 places will be in seven areas, bordering Delhi.
