On the eve of the extended closing day of the scheme DDA has received over 5 lakh applications for its 25,000 flats on offer which is roughly 20 applications per flat less than half of the 47 applications per flat it had received in 2010 for 16,118 flats. The authority credits the lower turnout to its strategy to keep speculators out but buyers blame it to low quality of flats, legal disputes, lack of basic infrastructure, distant areas and better options in NCR towns.
‘The main reason of lower number of applications is due to our strategy to lock the ownership of the flats for five years which has kept speculators out of the race,’ said Balvinder Kumar, vice-chairman of DDA. ‘Among the flats on offer, over 23,000 flats are 1 BHK type meant for low income group. The lower number of 2 BHK flats in the scheme was unable to attract middle class people,’ he added.
The DDA has so far received five lakh applications and expects to close it at six lakhs by Wednesday evening but it claims to sell 17 lakh applications besides the online facility. It eventually amounts to every two of the three people who purchased the form did not apply for the flat. The authority had sold application forms through 13 major banks including eight private ones in Delhi and NCR. These banks were authorised to finance the application amount of one lakh rupees from their Delhi and NCR branches for which they had organised camps in various parts of Delhi and NCR.
‘The major reason for dismal response is due to distant and remote location of these flats as they are mostly situated in less developed sectors of Rohini and Dwarka. The expansion of Delhi Metro in NCR towns is giving buyers better options in less price than Delhi,’ said Rahul Gupta, a social activist.
He further informed that the 2 BHK flats of DDA on offer in Sector 29 in Rohini cost Rs 85-90 lakh but better quality flats with better options are available with private builders in Rs 80-85 lakhs. ‘In NCR towns of Indirapuram, Noida and Faridabad better quality flats are available in Rs 60-70 lakhs at places with better connectivity. Similarly, 1 BHK flats are easily available at around Rs 30-35 lakh in NCR towns with desired locality but in case of DDA the locality and choice of floor is not available despite almost same price for same area flats.
Another reason for low response is being given for DDA’s endeavour to convert EWS flats into 1 BHK flats in Dwarka, legal dispute with farmers on under construction flats in Narela. In 2010 an EWS flat of DDA costs around Rs 4 lakh but this time it’s minimum Rs 7 lakh, while cost of 1 BHK flat was Rs 13-14 lakh but this time it’s Rs 18-23 lakhs.
