Delhi cabinet approves 2 high-level committees

The cabinet, however, took three major decisions — audit of Delhi Integrated Multi Modal Transit System Limited (DIMTS), the government owned company responsible for executing several projects related to city transport, setting up of two high-level committees to suggest regularisation of contractual employees and establishment of women security force besides recommendations on requirement of fast-track courts to ensure every case related to crime against women is decided within 3-6 months.

‘The discussion on the Jan Lokpal Bill is going on and the government hopes to finalise its draft soon. The draft is being given final touch and will be circulated among the ministries before being presented in the next meeting of the cabinet,’ said Nagendra Sharma, spokesperson of Delhi government. He further added that the next meeting of the cabinet is likely to be held on Saturday in which the Bill will be finalised. ‘The decision on the date of holding special session of Delhi assembly in Ramlila Ground will also be taken when the draft bill is put up for discussion in the cabinet,’ added Sharma.

According to sources, the government is planning to make stiff provisions to deal with corrupt officers, including life imprisonment, recovering scam money, and confiscating illegal property. The chief minister and all the other ministers will come under its jurisdiction.

The cabinet meeting also decided to seek the audit of DIMTS by Comptroller and Auditor General of India (CAG) since its inception in April 2006. The public sector company is responsible for executing several projects like BRT corridor, cluster bus, low floor bus, redevelopment of ISBT Kashmere among others.

In another major decision, the cabinet decided to set up a high-level three member committee headed by Delhi’s chief secretary SK Srivastava to recommend concrete measures for setting up Mahila Suraksha Dal (MSD) to provide better security for women in the city and submit its report by 15 February. The committee will have principal secretary home, director general of home guards and director women and child development department as members, however more members may be inducted. The committee has been asked to submit its recommendations on recruitment of retired army and paramilitary personnel as guards for MSD. ‘We want to set up the MSD units at ward level but it’s too early to reveal anything before the committee submits its reports,’ added Sharma. MSD will not have police powers and its financial burden will be borne by Delhi government. The committee will also examine the existing courts and recommend the requirement of new courts to bring down the trial period up to 3-6 months.

The cabinet also approved setting up of another five member high-level committee under the chairmanship of chief secretary to resolve the issue of temporary, contractual and casual employees in all departments, offices and autonomous bodies under government’s jurisdiction. The committee will submit its report on financial, legal and technical implications if present contractual employees are given preference in recruitment process for permanent posts. The committee also has the right to co-opt seven more members.
