AAP demands immunity from ‘emergency’ & DDA

It’s pertinent to mention that Delhi Chief Minister Arvind Kejriwal had resonated BJP patriarch L K Advani’s fear of emergency in future and  maintained that “Delhi being the first experiment of Modi government” in this regard.  

“In the view of possibilities of a situation like emergency in the present scenario even after Independence, this House resolves that the government of India should take appropriate steps for strengthening and betterment of federal structure and democratic set up by making necessary amendments in the Constitution to prevent such a situation,” reads a private member bill cleared by private member’s bill and resolution committee of the Delhi Assembly. 

The private member’s bill was proposed by AAP MLA from Rajouri Garden Jarnail Singh and will be introduced in the Delhi Assembly on Friday. As AAP has <g data-gr-id="88">overwhelming</g> majority, the bill will definitely be passed. 

Another private member’s  bill proposed by AAP MLA Sanjeev Jha reads: “The House resolves that the Delhi Development Authority (DDA) be transferred to Delhi government immediately.” 

It’s important to mention that DDA and Delhi Police come under Central government and <g data-gr-id="77">Lieutenent</g> 
Governor Najeeb Jung is the administrator of both the organisations.  

Meanwhile, Delhi Cabinet on Monday approved two crucial bills to be introduced in the budget session scheduled to start from Tuesday. The budget session of the Assembly will last six days of which last two days have been reserved for budget discussion and approval.  

“The Cabinet meeting headed by Delhi Chief Minister Arvind Kejriwal approved Delhi Urban Shelter Improvement Board (DUSIB) bill 2015 for the purpose to implement a scheme for resettlement of <g data-gr-id="75">jhuggi</g>-<g data-gr-id="76">jhopri</g> clusters in the city,” said Delhi government spokesperson. 

The draft bills provide in-situ development to over 695 JJ Clusters in the city which are in very bad condition. 

“By reason of dilapidation, overcrowding, faulty arrangement and design of such JJ Clusters such as light, sanitation facilities is detrimental to safety and health as they are non-habitable,” he added. In the <g data-gr-id="103">bill</g> the government decided to amend Section 2(g) of DUSIB Act to bring in conformity with Section 3(2) of Delhi Special Laws to facilitate rehabilitation of JJ Cluster. This amendment will cover the <g data-gr-id="78">jhuggies</g> which might have come up from March 31, <g data-gr-id="102">2002</g> to January 1, 2006, for the purpose of rehabilitation.

Another major decision was taken to amend the act of Netaji Subhash Institute of Technology to give it a status of <g data-gr-id="100">an University.</g> “This decision has been taken with a view to meet the growing demand for manpower in the interdisciplinary and higher technical areas of Engineering and Technology,” said an official statement. 

“Up-gradation to University status will result in considerable increase in the admission of students at UG, PG and <g data-gr-id="91">Ph.D</g> levels,” said a senior officer. 

The government has planned to table five bills in the budget session which includes Netaji Subhash Information Technology Bill (NSIT), 2015, Delhi Urban Shelter Improvement (Amendment) Bill, VAT (Amendment) Bill, Delhi Legislative Assembly members (prevention of disqualification) (Amendment) Bill and Delhi Appropriation Bill.
